Summary: The Senior HR Specialist will oversee the daily operations of the HR department, provide leadership to the HR team, assist in Talent Acquisition efforts, Onboarding/Offboarding processes, Employee Benefits, Payroll procedures, and also provide help to the Employee Relations Specialist as needed. The ideal candidate will have HR experience as an HR Generalist leading a small team in a multi-cultural environment.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Spearhead process improvement within HR procedures and lead HR aspects of organizational change initiatives.
- Develop and implement initiatives to enhance employee engagement, job satisfaction, and overall workplace culture.
- Serve as a strategic HRBP to department heads and senior management.
- Lead HR Communications (Drafting for approval and distributing internal notifications and external HR related matters).
- Identify and draft corporate HR policies.
- Manage employee relations concerns and work with manager to develop Performance Improvement Plans.
- Facilitate payroll process for various employment types (FTE, PTE, Contractor…)
- Assist with onboarding and offboarding of US and Int’l employees.
- Manage international visa program and work authorization documentation procedures.
- Support employees with Benefits related questions (i.e., benefit selection, open enrollment).
- Oversee talent acquisition initiatives.
- Ensure compliance with federal, state, and local employment laws and regulations.

Qualifications:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Mandarin written and verbal communication skills are required.
- Must have experience working with both US and international employees.
- Understanding and practical working knowledge of Labor Laws (DOL, NLRB, FMLA, FLSA).
- Experience with Immigration Practices, e.g., E2, H1B, OPT (F-Type) and others.
- Familiarity with ERISA is a plus.
- Ability to work in a construction site environment (trailer office).
- Start-up experience preferred.
- High level of attention to detail, and highly organized.
- Excellent verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Ability to act with integrity, professionalism, and confidentiality.
- Ability to effectively prioritize responsibilities depending on project needs.

Education/Experience:
- Bachelor’s degree in Human Resources, Business Administration, or a related field is required.
- 5+ years of complex human resources experience is required from one or a combination of the following Industries: High Technology, HR Consulting, and/or a large design engineering/construction firm.
- Minimum 1~2+ years leading a small team of HR professionals.
Language Proficiency:
- Ability to communicate in Mandarin is strongly preferred.
- Effective English verbal and written communication skills required; Ability to effectively present information and respond to questions from groups of managers, and employees.
Computer Skills:
- Microsoft Office Suite products (Word, PowerPoint, Outlook, Teams), highly skilled in Excel; and have knowledge of Teams and Zoom.
- Smart Sheets experience is a plus.
Certificates and Licenses:
PHR, SHRM-CP or SHRM-SCP highly desired.
Additional Requirements:
Must have and maintain a valid Arizona driver’s license. May be required to travel to other sites within Arizona to perform certain work functions.
